I'll give it state status but I wouldn't give those living in it human status. Uh, Puerto Rico isn't part of the US. Basically we invaded the island during the Spanish-American War and Spain was like "fuck it, they're your problem holmes." The US was all "serio?" and has made Puerto Rico it's bitch since then.

You know, some dude came in to ship to Puerto rico today and made this argument. He couldn't understand why Puerto rico was considered International shipping. I told him it's not part of the US since it's not officially a state. He got all defensive and asked me why Washington D.C. wasn't international then. I didn't pay a whole lot of attention in school, but I don't know he was so convinced that it should be considered a domestic shipment.
My ship is sovereign US territory and so is the base I'm on, but it's still international shipping, and DC is IN the CONUS, not some-hundred-odd miles off the coast.
Generally even Alaska and Hawaii are screwed when it comes to shipping costs, so that guy was just being an asshole. Next time just say "continental United States" and maybe they won't get their panties in a wad.
