- LinkChecker (http://www.kevinfreitas.net/extensions/linkchecker/) - FF extension. Checks all links on a page and shows bad links in a different color

- Real-Time HTML Editor (http://www.squarefree.com/htmledit) - AJAX HTML editor. Paste code in here to see how it'll look then edit it real-time. It's also very useful for tables and figuring out widths/colspan/etc.

There are many sites offering hosting with MySQL access for as cheap as $6/month. I recommend 1and1.com or dreamhost.com as a quick starting point. Once you have this type of hosting, it's very easy to install and test different database stuff, such as forums and content management systems.
