I'm having a bit of dificulty with my network. Right now, i have a DSL connection, but i am getting next to no bandwidth available to my coputers. I know i am successfully connected to the internet, as i can ping outside website and serf the web (at VERY slow speeds).

An odd thing that i'm noticing is that both computers on my network are sending out information. I think whatever they are sending is not making it past my router (my network settings show how much is being received/sent by both my computer and my DSL modem, almost nothing out of the modem).

One of my computers is running WinXp home, the other win98. Can anyone offer some help?

Turn off one of the computers and boot the other into safe mode with networking support and do a speed test that way.

One thing you should also keep in mind is that if you have made any changes to your computers lately (like downloading software or installing new software or hardware) then there is also the possibility that your isp is at fault. To check, run a trace route to google and see where if any places it gets caught up.

There has been so many times when my connection was slow that I thought it was the computer or router and I would start playing with things only to find out that it was my isp that was at fault.

That's why I dropped Qwest DSL in favor of Charter high speed cable. Their dsl sucked in this area due to bad phone lines and I only live 1/4 mile from switches!

Have you done a spyware / virus scan? Windows 98 has more holes than swiss cheese and you may have been hijacked.

download TCPView from sysinternals and see what processes are connected to which remote host. Run it when you have everything closed down (browser/e-mail/IM/torrents/p2p clients/etc).
