a few days ago a friend of my fathers says hes running for kansas state legislator and asked me to make a website for him. what kind of stuff should be on this site? can anyone point me to a template for the base of the website that i can modify to fit the page?

This is a perfect year for that. Start taking at look at the websites of the current presidential nominees. That should give you a very good base to start with.
