forgotten program name (firewall thingie?)

OK, so my comp crashed and I'm in the process of re-installing everything. I have downloaded AdAware and Spybot, but I feel like I'm missing some program that I used to use that was very very handy. It popped up every now and then and told me some programs were trying to access the internet, and I would click "allow change" or if I was installing a new program it would ask me to "allow change" to the registry. Any ideas of what program that used to be ??
