PS2 Plays PS1, Blue discs but not DVD or Silver

I have the same problem as another user. I followed the laser angle adjustment guidelines and I got it to work on PS1 and Blue PS2 games but it doesn't work for DVD or Silver games. I've turned the gear one click at a time, both directions and still no go. What am I doing wrong?
