When i turn the white cog to adjust laser angle, it fixes my disc read errors but the cog resets itself when i reset the ps2. Any way to fix that? I bought the ps2 when they first came out.

On most models, this may help...

The plastic cog meets the metal gear. This metal gear's whole purpose is apparently to reset the position of the plastic cog. On the other side of the metal gear is a cable that connects somewhere, activating the metal gear. You can disconnect this cable which will disable the position reset you're seeing.
